PC stuck on "System Restore is restoring the registry"

    Posted: 30 Apr 2021 08:05 AM PDT

My windows 10 laptop, version 20h2, is stuck on "please wait while your windows files and settings are being restored, system restore restore in the registry... " for more that 8 hours.

Initially, it was constantly shutting down during booting to windows, but it booted once, so it put in system restore to yesterday. Since then it is stuck on this screen.

Is it safe to power off my laptop, will it cause any harm to my files. I have over 400gb of files saved locally.

The system is not frozen, the progress bar is spinning and I am able to shake around the cursor.

    System details - Model - Dell Latitude 3480 - CPU - i5 7th gen - Ram - 8gb - Storage - 512gb hard drive - No discrete GPU - No registry edits/mods done - No USB peripherals attached

Can someone help me with my tv picture? It seems that pixels have shifted left and all text / images are looking fuzzy around the edges. This is from a samsung if it helps, no settings changed and it's the same whether viewing built in apps, consoles or through a virgin box.
