    Hello,

    I've asked for help before on this and I've gotten new parts.

    My CPU(Same one as my previous build that was in a motherboard that would read it at 99 degrees and I fixed that plus my CPU now doesn't go past 40, hasn't reached 41) will NOT go past the stock 3.7 GHz No matter if the XMP profile is on, voltage is up or manually applying the OC.

    I apply the OC, then in windows/in game it will NOT go past 3696 for frequency. IN games that would require more speed at higher frames, it caps at 100% as if it's truly 3.7 ghz and I use MSI afterburner, it's never failed me, I've ran stress tests and benchmarks with the CPU never reading above 3.7 GHz. I can go back into the bios and see the settings are still there.

    Something I did I feel may have cause this was I switch the HDDs and SSDs from my AMD build, but I did a bios update, or at least I think it took it. Thinking it was the issue, I tried wiping the drives and Windows 10 refused me.

    I'm tired of being okay with it when I have a 1080ti and barely get 72 or more non stutter frames on games because of it. Sometimes my GPU won't even go to the correct MHz either and gets high usage on games it shouldn't.

    This is yet again a new mother board by the way. Please I need help.

    850 watt corsair PSU

    Intel I5- 9600k with a Asus Prime Z390 A Motherboard, Windows 10 installed.

    spam blackmail worrying me

    i got one of those 'i know ur password (insert any real password here) i caught u watching p*rn etc ill release it give me bitcoin etc i keylogged ur pc' it had my computer login pass (windows). should i wipe my laptop just in case..? i know its a spam thing, but im wondering how it got my laptop password through my microsoft account..? someone PLEASE enlighten me if it's dangerous at all for them to know my laptop login password through my microsoft acc somehow, thank you so much :)
