Custom weather temp in taskbar notification area

Are there any programs that sit in the taskbar notification area, display the temperature of a personal weather station (pws) from wundeground.com and update automatically every x mins?

Don't want to use the built-in weather app because I need to display the temp of a specific personal weather station, specifically https://www.wunderground.com/dashboard/pws/IBAIER16

Which C compiler is great for Windows?

As a former Linux user, I have switched back to Windows because the system runs better with current hardware. Now, I'm searching for a replacement for GCC. Under Linux this is the default compiler, but can i use the same software in windows or are potential alternatives available? Thank you.
