GPU spikes from 0-100% / "amdkmdap driver has stopped working"

    Motherboard: MSI B450 Tomahawk
    CPU: AMD Ryzen 5 2600X
    Memory: Corsair Vengeance LPX 8GB DDR4 2400MHz
    GPU: Sapphire Nitro+ Radeon RX 580 8Gb GDDR5
    VBIOS: 015.050.002.001
    Driver: Adrenalin 18.12.1
    OS: Windows 10 x64

I get "random" crashes/hangs even at low stress. It happens only when I am interacting with an application. For example, it has crashed when I load or exit a game. It has also crashed when I tried resizing a File Explorer window. However, it is not consistent and won't always crash because of one specific trigger. When I am in fullscreen on a game or youtube, it will NOT crash. But it might crash the moment I switch to another application.

The display driver turns off and I usually have to reset my computer. Audio continues to run like normal for a little bit after a crash. Sometimes I am able to recover from a crash by clicking CTRL-ALT-DEL immediately. Every time I have recovered, I have noticed a huge spike in GPU usage using Task Manager. It goes up to 100% before the crash then drops back down. The spike can also be seen in Global Wattman. My CPU, Memory and Disk usage have no spike. Everything will be near 0% usage (RAM at 3 out of 8Gb) then when I click on something, maximize an application, etc. it crashes and there will be the spike in the GPU.

I have done a lot of research over this issue myself over the past week. I have already updated all of my drivers, including the BIOS. I have tried rolling back display drivers. I ran several memory tests on my single RAM stick and there were no issues.

This problem has been mentioned online by several people with no clear solution to prevent the crashes altogether. Here is a similar post: https://community.amd.com/message/2864626

There is no strange sound coming from the RX 580. The fans work fine. It handles high loads fine. I ran a few benchmarks and it had no problem.

My guess is that the GPU is shutting itself off as a safety precaution. But why is it trying to work so hard, going from 0-100% in these random instances?

Internet crazy slow for the past few days, Isp throttling, hardware, or aomething else?

So the past few days my internets been absolutely slow in certain parts. Like Ill be able to stream netflix on my tv (at a lower quality not sure how to check) but watching youtube or doing anything on my phone or laptop is completely out of the question. Its been getting worse each day. The same for my ps4 as when I connect to any online game (like destiny) the lag is insane. Ive updated the router, Ive updayed nearly wverything thats connected to it but the speed is crazy diminished. Ive had this connection for almost a year now and this is the first time its giving me trouble like this what should I do?

Specs and connection: Nighthawk r7000 router, isp= comcast,

also for some reason my devices get kicked off randomly and I have no idea why, thought it was the chromecast bug and so I didnt connevt my phone to wifi and its been kinda working out but still slow as hell
