Is it possible to develop an app that acts as a gamepad overlay for android games that require a gamepad?

Sorry about the title, didn't really know how to word it.

So what I'm saying is, what if there was an app that could emulate a gamepad for games that require one, but this gamepad is on the screen. Kind of like the touchscreen gamepad that you find on emulators, but instead of emulated games, they're android games. If the app could somehow make the phone think that it's an external gamepad, then it could be used as such for the game.

If this doesn't make sense then I can elaborate some more but hopefully you guys get the gist.

Best Mobile MMOS in your opinion?

I'm just looking for really any multi-player with a rewarding grind and minimum freemiums. If that simply doesn't exist on mobile right now I'm sure I'll be fine, just figured I'd ask.

I've tried pretty much every single Idle game to date. They're all horrible clones of each other with obvious and down right insidious freemiums and p2w schemes.

I haven't tried many MMOs. I love a nice grind that kills time and paves the way to a rewarding end game, but of the few I have tried they've been just as bad as the idle games. The last I tried was lineage 2r. That one was pretty rough, if not the roughest, and I had to drop it hard.

I really just can't seem to find any decent multi-players for mobile.
